              Abstract:

                     The Indiana 2005 digital natural-color orthophotography

                     was collected during March and April leaf-off conditions at a

                     minimum resolution of 1-foot statewide (the

                     following 13 counties were collected at 6-inch resolution: 

                     Dubois, Elkhart, Floyd, Hamilton, Kosciusko, Lake, LaPorte,

                     Marion, Monroe, Perry, Steuben, Tippecanoe,

                     Vanderburgh). The data cover the entire land area of the

                     State of Indiana, or 36,418 square miles, more or less. Data

                     are delivered in county sets, consisting of 4000'x4000'

                     uncompressed 24-bit natural color TIFF files.  The MrSID files

were created from these data.  Accuracy is better than 5' at

the 95% confidence level for 1-foot data and better than 2.5'

at the 95% confidence level for 6-inch data based on a

NSSDA accuracy assessment (a complete accuracy report is

documented under the Accuracy and Completeness Report section

in this metadata record).

The entire perimeter of the State is buffered by at least 1,000

                     feet. The border with Illinois along the Wabash River, and

                     Kentucky along the Ohio River is buffered a minimum

                     distance of 1,000' or to the opposite river bank, whichever

                     distance is greater.  Border areas of the State proximate to

                     Lake Michigan (Lake, Porter and LaPorte Counties) are

                     buffered beyond the shoreline a minimum distance of

                     2,500'.  Adjacent flight lines overlap by a minimum of 30

                     percent; the downtown areas in Indianapolis and Fort

                     Wayne sidelap 60 to 80% in order to produce "true"

                     orthoimagery in which building lean has been eliminated.

                     Imagery was collected with the Leica ADS40 digital

                     pushbroom sensor and processed with the ISTAR system.

                     The file naming convention is as follows: xxxxyyyyH = high

                     resolution photos (e.g., 6-inch); xxxxyyyyL = low res photos

                     (e.g., 1-foot), where xxxx and yyyy represent the easting and

                     northing coordinates (respectively) in state plane feet,

                     divided by 1000, of the tile origin (the top-left pixel). 1-foot

                     MRSID files are approximately 2.3 MB in size. 6-inch MRSID files

                     are approximately 8 MB in size.

                     Ownership of the data products resides with the counties.

                     Orthophotography and ancillary data products produced

                     through this contract are public domain data.  These data

                     represent a public version of the data set and hold no

                     distribution restrictions - please cite the data set as

                     "IndianaMap Framework Data" with link to

                     www.indianamap.org.

              Purpose:

                     The State of Indiana has a goal to develop and maintain a

                     seamless statewide GIS base map, referred to as the

                     IndianaMap.  IndianaMap is an initiative of the Indiana

                     Geographic Information Council, Inc. (IGIC), Indiana's

                     statewide GIS coordination council.  Data from this project

                     forms the foundation of the base map, and were developed

                     primarily to support multi-use applications, including

                     homeland security, emergency management, economic

                     development, and the business of government.

              EarthData International, quality assurance was provided by

                     The digital orthophotos were evaluated by Dewberry $ Davis

                     to ensure each tile extent was 4000 feet x 4000 feet in

                     Eastings and Northings for the appropriate Indiana State Plane

                     coordinate system, that the world file references the

                     center of the pixel located in the upper left hand corner

                     of the tile as the point of origin, that the ground sample

                     distance (GSD) is 6-inches for the high resolution images

                     and 1-foot for the low resolution images.                    

       Logical_Consistency_Report:

              Compliance with the accuracy standard was ensured by

              the collection of photo identifiable GPS ground control

              after the acquisition of aerial imagery. The following checks

              were performed.

              1. The ground control and airborne GPS data stream were

              validated through a fully analytical bundle aerotriangulation

              adjustment.

              2. The DSM (for True Ortho areas) or DEM (for ground

              ortho areas) data was checked against the project control.

              The technician visited and confirmed the accuracy of the

              points during initial processing

              3. Digital orthophotography was validated through an

              inspection of edge matching and visual inspection for

              image quality.

                           Consistent with procedures in the NSSDA, the DEMs for

                           each Indiana county were compiled to meet 6-foot

                           vertical accuracy at 95% confidence level.  This is

                           suitable for rectification of digital orthophotos and

                           accuracy contours can be produced but only with

                           additional ground control points, re-triangulation of

                           the datasets, and stereo-compilation of breaklines as

                           The aerial imagery acquisition for the State of Indiana

                           was flown to support the creation of digital

                           orthophotography with a 6-inch and 1-foot pixel. The

                           imagery was acquired in approximately ninety-two sorties,

                           the sorties were varying in size. This count

                            includes reflights. The 6-inch pixel ortho imagery were

                           flown at  5,550 feet  AMT and there was 23440.78 line

                           miles of imagery.  The 1-foot pixel ortho imagery was

                           flown at 10,500 AMT and there was 8777.46 line miles of

                           imagery. Imagery was flown with a 30% overlap between

                           flight lines except in the areas of downtown Indianapolis

                           and Fort Wayne where the imagery was flown with a 60-80%

                           overlap to support the generation of True Ortho imagery

                           in those two areas. All imagery was collected using the

                           Leica ADS40 digital pushbroom sensor.

                           The airborne GPS data were processed and integrated

                           with the IMU. The results were imported into the ISTAR

                           system for use in the aerotriangulation. The ADS40

                           imagery was downloaded onto the EarthData server and

                     Process_Description:

                           This process describes the ISTAR digital surface

                           modeling. ISTAR digital surface modeling is based on an

                           auto correlated pixel-matching system within the ISTAR

                           software. The auto correlated digital surface model (DSM)

                           surface represents the initial surface model. This

                           surface is then exported from the UNIX format into a

                           MicroStation compatible format. The techniques used to

                           process the ISTAR DSM (auto correlated surface model)

                           are similar to those used for lidar processing. EarthData has

                           developed a unique method for processing DSM data to

                           identify and remove the majority of elevation points falling

                           on vegetation, buildings, and other above ground

                           structures for generation of the Digital Elevation Model

                           (DEM). The algorithms for filtering data were utilized

                           within EarthData's proprietary software and commercial

                           software suite of tools provides efficient processing for small

                           to large-scale, projects and has been incorporated into ISO

                           9001 compliant production work flows. The following is a

                           step-by-step breakdown of the process.

                           1. Using the DSM ISTAR data set created by EarthData,

                           the technician performed a visual inspection of the data to

                           verify that the flight lines met correctly. The technician

                           also verified that there were no voids, and that the data

                           covered the project limits. The technician then selected a

                           series of areas from the dataset and inspected them where

                           adjacent flight lines met. This DSM surface is used in the

                           rectification of True Ortho imagery.

                           2. A process, which utilizes 3-D Analyst and EarthData's

                           proprietary software was run to detect and color code the

                           differences in elevation values and profiles. The technician

                           reviewed this information and located the areas that

                           contained systematic errors or distortions that needed to be

                           removed for creation of a ground ortho.

                           3. Systematic distortions highlighted in step 2 were

                           removed and the data were re-inspected.  Corrections

                           and adjustments can involve the application of angular

                           deflection or compensation for curvature of the ground

                           surface that can be introduced by crossing from one type

                           of land cover to another.

                           4.The data were checked against the control network to

                           ensure that vertical requirements were maintained.

                           5. The resulting product is a digital elevation model (DEM).

                           This DEM has been through an automated filtering routine

                           to remove the majority of noise and above ground features.

                           Some above ground features and noise may still exist in the

                           final DEM data set. The DEM was used in the rectification

                           of ground orthos.

                           6. The final DSM and DEM data sets were converted to

                           ERDAS Imagine format and cut to the same tile layout as

                           the final digital orthophotos.

                           7. Data was delivered on firewire drive by EarthData and

                           CD-ROM by Pinnacle Mapping Technologies.

                     Process_Description:

                           The digital orthophotography is comprised of a 6-inch pixel

                           resolution ground orthos for the counties of Dubois, Elkhart,

                           Floyd,  Hamilton, Kosciusko, Lake, LaPorte, Marion,

                           Monroe, Perry, Steuben, Tippecanoe and Vanderburgh and

                           a 1-foot pixel resolution ground ortho for the remainder of

                           the State. True Ortho imagery was generated in the areas

                           of downtown Indianapolis and downtown Fort Wayne.

                           Once the DSM data for the true ortho areas and DEM data

                           for the ground ortho areas were integrated into the ISTAR

                           system the initial radiometric adjustments were performed on

                           the imagery for each flight line attempting to reach the best

                           possible histogram. The rectification process was run using

                           the processed DSM or DEM surface and the radiometrically

                           balanced imagery on each flight line. A second set of

                           radiometric adjustments were made and mosaic lines were

                           placed. QA/QC was performed looking for smears and other

                           indications of problems within the digital orthophoto

                           creation process. The final imagery data set is removed

                           from the ISTAR environment in a process called

                           "packaging" where the individual tiles are created. The

                           created tiles are reviewed again for anomalies and

                           interactive radiometric adjustment applied where needed.

                           The final digital ortho product was TIFF with TFW.

                           compressed (encoded) into MrSID Generation 3 (MG3) compressed format

using LizardTech’s proprietary GeoExpress 5 software.  The tiles were

compressed at a ratio of 20:1 using Lossy Compression.

                           The final products consists of MrSID (.sid) files with associated

World files (.sdw) and Auxiliary files (.sid.aux) to define each

file’s spatial reference information.  All files was delivered on
